That development cost ranges from £995 for a notification-only integration to £2,995 for a full customer support automation build. Meta’s conversation fees are additional and paid directly to Meta.

Notifications: £995
Outbound WhatsApp notifications triggered by events in your platform. Order confirmations, appointment reminders, payment alerts, despatch notifications — delivered to customers’ WhatsApp via approved templates with dynamic content from your database. Includes: Meta Business setup support, template drafting and submission for approval, outbound trigger logic, dynamic variable mapping, delivery status callbacks and error handling.
This tier is one-way — you send messages, but inbound replies aren’t processed programmatically. Customers can reply, but those replies land in your WhatsApp Business inbox for manual handling rather than being processed by the integration. For businesses that just need to send transactional notifications and manage replies manually, this is the right starting point.
Timeline: approximately one to two weeks, with the setup time largely driven by Meta’s verification and template approval processes.
Two-way messaging: £1,995
Everything in the Notifications tier, plus inbound webhook handling for two-way conversations. Customer replies trigger automated actions in your system — appointment confirmations written to your booking system, cancellations processed automatically, questions routed to your team, STOP opt-outs recorded. Interactive message components (Confirm/Cancel buttons, list menus) built into outbound templates for clean structured responses. The full conversation window managed correctly — free-form replies during the 24-hour window, template messages outside it.
This is the right tier for appointment-based businesses wanting confirmation flows, ecommerce businesses wanting to handle order queries via WhatsApp, and any business that wants customer WhatsApp replies to flow back into their system automatically.
Timeline: approximately two weeks.
Support automation: £2,995
Full customer support automation built on WhatsApp. Inbound messages routed based on content, customer history and conversation state. Automated responses for common query types. CRM or helpdesk integration — tickets created, customer records updated, conversation history logged. Human escalation flow — when the automated handling reaches its limit, the conversation is flagged and routed to a team member with full context. For businesses wanting to handle a significant volume of WhatsApp customer contacts with automation handling the routine queries and humans handling the exceptions.
Timeline: three to four weeks depending on the complexity of the automation logic and CRM integration.
Meta’s conversation fees
On top of the build cost, Meta charges per conversation. A conversation is a 24-hour messaging window. All messages within that window between your business and a customer count as one conversation — whether you send 1 message or 10.
UK conversation rates (approximate, check Meta’s current pricing as these change):
Utility conversations (transactional — order updates, appointment reminders, payment notifications): approximately 2–4p per conversation. Marketing conversations (promotional): approximately 8–12p. Authentication conversations (OTP, verification): approximately 4–6p. User-initiated conversations (customer messages you first): lower rate, approximately 2–3p.
Meta provides 1,000 free conversations per month for every WhatsApp Business Account. For small businesses, this covers most or all of their monthly usage. A salon sending appointment reminders to 300 clients per month is well within the free tier. A SaaS platform sending order notifications to 5,000 customers per month would pay approximately £100–200/month in Meta conversation fees.
What drives the build cost up
Complex conversation flows. Simple outbound notification is fast. A multi-step conversation that tracks state across multiple messages — a support conversation that can branch into different flows depending on what the customer says — requires more logic to design and test correctly.
CRM or helpdesk integration. Connecting WhatsApp conversations to HubSpot, Salesforce, Zendesk or a bespoke CRM adds meaningful scope to the support automation tier. The complexity depends on the CRM’s API quality and the depth of integration required.
Multiple templates. Each template needs to be drafted, submitted and approved separately. A notification setup with 10 different message scenarios requires 10 templates, each of which may need iteration if Meta requests revisions.
Media handling. Integrations that send PDFs, images or documents via WhatsApp require additional media upload and management logic beyond plain text messages.
Comparing WhatsApp to SMS integration costs
A Twilio SMS notification integration costs £595 — significantly less than the WhatsApp equivalent at £1,295. The higher WhatsApp cost reflects: the more complex setup process (Meta verification, WABA creation, template approval), the additional conversation window management logic, and the additional development time involved in a more complex API.
The ongoing cost difference is less clear-cut. SMS costs approximately 4–5p per message regardless of whether a conversation occurs. WhatsApp costs 2–4p per 24-hour conversation window covering all messages in that window. For appointment reminder sequences involving 3–4 messages, WhatsApp’s per-conversation pricing is comparable or cheaper than SMS per-message pricing. For single isolated notifications, SMS is cheaper.

Is there a cheaper route to WhatsApp Business API?
Some Business Solution Providers offer “managed” WhatsApp access that simplifies the setup process. The trade-off is a BSP markup on top of Meta’s conversation rates — sometimes significant — and a monthly platform fee. For businesses wanting a fully managed solution with a dashboard and no technical involvement, a BSP makes sense. For businesses commissioning a custom integration built to their own platform, the direct Cloud API route is more cost-effective over time even though it requires more upfront setup work.
The build cost for a direct Cloud API integration includes the setup complexity that a BSP would otherwise abstract. You pay for it once, in the build cost, rather than paying ongoing BSP fees every month indefinitely.
What to budget for a WhatsApp integration
For planning purposes, a WhatsApp Business API project typically involves: a one-time build cost (£995–£2,995 depending on scope), a small amount of developer time during Meta’s verification and approval process (included in the build cost), and ongoing Meta conversation fees (£0–£200+/month depending on volume).
For most small to medium UK businesses, total first-year costs including build and Meta fees are £1,000–£3,500. From year two, it’s just the Meta conversation fees plus any retainer for API maintenance. The build cost is a one-time investment, not a recurring charge.
This compares favourably to BSP-based solutions which often charge £200–£500/month in platform fees on top of conversation costs — costs that compound over time and don’t give you any code ownership or flexibility.
